BBC Gaza Programme Ruled a 'Significant' Breach of Broadcasting Regulations, Declares Broadcasting Watchdog

The public service broadcaster committed a "major breach" of media regulations by not revealing that the voice of a documentary about the Gaza conflict was the offspring of a Hamas official, as ruled by British broadcasting authority Ofcom.

An inquiry by the broadcasting watchdog into the programme Gaza: How to Survive a Warzone has found that the film was "substantially inaccurate".

The BBC's director general had already issued an apology, saying there had been "a major oversight in relation to factual correctness".

The authority has ordered the broadcaster to transmit a prime-time statement about its findings.

"As this represents a significant violation of our code, we are directing the corporation to broadcast a statement of our determinations against it on the BBC's second channel at nine o'clock in the evening, with a date to be confirmed," the regulator stated.

'Possibility to Erode Credibility'

The regulator's announcement declared: "Our probe determined that the programme's lack of disclosure that the presenter's father served in a role in the Hamas-controlled government was materially misleading.

"Consequently that the viewers did not have critical information which may have been highly relevant to their judgment of the presenter and the information he shared.

"Credibility is at the core of the connection between a broadcaster and its audience, especially for a public service broadcaster such as the public broadcaster.

"This oversight had the potential to erode the significantly high levels of credibility that audiences would have invested in a factual film from the broadcaster about the Israel-Gaza war."

The film was withdrawn from iPlayer in last February after the presenter's familial connections came to light, and in this past July an internal BBC review determined it breached the corporation's editorial guidelines on truthfulness.

A corporation official commented: "The authority's determination is in accordance with the results of the corporation's inquiry, that there was a major oversight in the programme in relation to the corporation's content standards on accuracy, which aligns with Rule 2.2 of the authority's broadcasting regulations.

"We issued an apology for this and we accept the authority's determination in full. We will adhere to the penalty as soon as the schedule and wording are finalised."
